Kerry, The simple answer (not execution) is to require a balance budget. Every family in America must balance their budget or go on government dole. America cannot go on a dole from anyone else, so they must balance their budget. Reducing the size of our government and forcing leaders, like all businesses do, to decide what to spend money on and what to not spend money on. Anything else is sheer lack of responsibility on our government and the voters to allow it. thanks, Orrin
